Following from Mr. Lempson: -
Results of taking a lead are already apparent.
Saburi left yesterday for lankow and Meyer now has
instructions to do likewise. Meanwhile am 1 right
in enunciating the doctrine, as I have already done,
that whatever the exact legal interpretation of
ashington treaty may be we do not read it as meaning international guarantee against internal disruption and that recognition of the south is thereby debarred?
I have stated the opinion that obviously only the
extermination of aggression was in contemplation.
I leave tonight after wonderful reception by british community and cordial entertainment by
Chinese businessmen, by American Chamber of Commerce,
and by Japanese mill-owners association.
